Terms & Conditions
Effective Oct 21, 2026 · Rogg Tech (RC 9341708) · See also our Privacy Policy
These Terms and Conditions are a binding agreement between you and Rogg Tech (RC 9341708), the company that owns and operates Shelteer. By creating an account or using Shelteer, you agree to them. Effective date: Oct 21, 2026.
Please read sections 8 to 11 carefully. They explain how your Wallet, Connector Fees, Super Agent inspection fees, SaleOff payments, Safehold, our 3% fee and refunds work.
1. About Shelteer
Shelteer (www.shelteer.com and the Shelteer mobile app) is an online marketplace that connects people looking for accommodation with people who can help them find it. Shelteer is a product of Rogg Tech, a company registered in Nigeria (RC 9341708). In these Terms, "Shelteer", "we", "us" and "our" mean Rogg Tech and the Shelteer platform; "you" means anyone who uses Shelteer.
Shelteer covers all kinds of accommodation, with a special focus on student accommodation. It serves Nigeria first, and users in other countries may also list and search.
These Terms apply together with our Privacy Policy, which explains how we handle your personal data.
2. Key terms
| Term | Meaning |
|---|---|
| Client | A user looking for accommodation through Shelteer. |
| Connector | Any user who posts a Listing and connects Clients to a property. A Connector may be a landlord, agent, caretaker, current tenant, student or any other person. |
| Listing | A post on Shelteer advertising accommodation, with its details, photos and Connector Fee. |
| Connector Fee | The fee a Connector sets for helping a Client secure the accommodation in a Listing. |
| Wallet | Your Shelteer balance, funded through your Deposit Account. |
| Deposit Account | The dedicated bank account number Shelteer assigns to you for funding your Wallet. |
| Super Agent | A professional agent, upgraded from a Connector after Shelteer reviews their application. A Super Agent charges an Inspection Fee instead of a Connector Fee. |
| Inspection Fee | The fee per day of inspection a Super Agent sets, which a Client secures in Safehold to book them. |
| SaleOff | Shelteer's marketplace for buying and selling items (new, fairly used or old) between users. |
| Safehold | The holding of a Connector Fee, an Inspection Fee or a SaleOff payment by our payment provider until the person who paid releases it, or until a refund is approved. |
| Release | A Client's confirmation that a Connector successfully helped them secure the accommodation, which moves the Connector Fee to the Connector's Wallet. |
| Withdrawal | A transfer of money from your Wallet to your bank account. |
| Service Fee | Shelteer's fee of 3% on every Withdrawal. |
3. Eligibility
To use Shelteer, you must:
- be at least 16 years old;
- if you are 16 or 17, have the consent of your parent or guardian, who accepts these Terms on your behalf and is responsible for your use of Shelteer;
- be legally able to enter into this agreement in your country; and
- not have been banned from Shelteer before.
If you use Shelteer on behalf of a business, you confirm that you have authority to accept these Terms for that business.
4. Your account
- You can register with your email address or with Google sign-in. You must provide your name, email address, phone number and any other details we ask for, and keep them accurate and up to date.
- We may verify your email and phone number with one-time passwords (OTPs).
- You may hold only one account unless we agree otherwise.
- Keep your password and OTPs secret. Shelteer staff will never ask for them.
- You are responsible for everything done through your account. Tell us immediately at shelteer01@gmail.com if you think someone else has accessed it.
- We may introduce identity verification in future. If we do, we may require it before you can post Listings, make Withdrawals or use certain features.
5. Shelteer's role
Shelteer is a marketplace only. We provide the platform, the Wallet and Safehold system, and dispute resolution. We do not:
- own, rent out, manage, inspect or control any property listed on Shelteer;
- act as landlord, agent or property manager for any user;
- become a party to any tenancy, lease, rental or accommodation agreement; or
- employ Connectors, or guarantee what they say or do.
Any agreement to rent or occupy accommodation is made between the Client and the landlord or property owner. We do not guarantee that any Listing is accurate, available, safe, legal or suitable, or that any Client will secure accommodation.
6. Connectors: listing on Shelteer
Anyone can become a Connector by posting a Listing. Each time you post a Listing, you confirm that:
- you have the right to advertise the property, as its owner or with the permission of the owner or an authorised person;
- the property exists and is available as described;
- the description, location, photos, price and terms are accurate, current and not misleading, and the photos show the actual property;
- your Connector Fee is clearly stated, and you will not ask the Client for any extra fee for the same service unless it is disclosed on the Listing;
- you will update or remove the Listing promptly when it is no longer available;
- the Listing complies with all applicable laws, including housing, tenancy and advertising laws; and
- you will treat Clients honestly and respectfully, and will not unlawfully discriminate against anyone.
You set your own Connector Fee. You earn it only when the Client Releases it after you have successfully helped them secure the accommodation.
We may edit, hide or remove any Listing that breaks these Terms, attracts repeated complaints or appears fraudulent, without notice.
7. Clients: finding accommodation
As a Client, you agree to:
- check each Listing carefully, ask questions, and inspect the property in person before paying rent or any deposit to anyone;
- pay Connector Fees only through Shelteer, so they are protected by Safehold;
- Release a Connector Fee promptly once the Connector has helped you secure the accommodation;
- give honest information when you Release a payment, request a refund or take part in a dispute; and
- treat Connectors, landlords and other users with respect.
Payments made outside Shelteer. Rent, caution deposits, agreement fees and other payments you make directly to a landlord, Connector or anyone else are outside Shelteer. They are not protected by Safehold, and we cannot recover them for you. If a Connector asks you to pay the Connector Fee outside Shelteer, please report it to us.
8. Wallet and deposits
- Every user can get a dedicated Deposit Account number. Money you pay into it is credited to your Wallet. To open it you must complete your profile with details that match your bank records (name, date of birth, gender and residential address) and give your BVN. Your BVN goes straight to Squad (GTBank) to confirm your identity; Shelteer does not keep it.
- Pay only into your own Deposit Account as shown in your Shelteer account. Shelteer is not responsible for money sent to any other account, including an account number given to you by another user or in a message, call or social media post.
- Deposits usually reflect in your Wallet shortly after payment, but bank or payment provider delays can happen.
- Payments on Shelteer are processed by Squad, GTBank's licensed payment platform (run by HabariPay, part of the GTCO group), and money in Wallets and Safehold is held through Squad. Card payments are made on Squad's own payment page. By using the Wallet, you also agree to Squad's applicable terms.
- Your Wallet is not a bank account. It does not earn interest and is not covered by deposit insurance.
- We may delay, hold or reverse any deposit or transaction that appears fraudulent, mistaken or unlawful, and may report it to the relevant authorities.
9. Connector Fees and Safehold
- When a Client pays a Connector Fee, the money moves from the Client's Wallet into Safehold. It is not yet available to the Connector.
- The Connector works with the Client to secure the accommodation, for example by arranging inspections and introducing the Client to the landlord.
- Once the Client has secured the accommodation, the Client Releases the Connector Fee, and it moves to the Connector's Wallet.
- A Release cannot be reversed. Only Release when you are satisfied that the Connector helped you secure the accommodation.
- If the accommodation does not work out, the Client may request a refund under section 11.
Shelteer does not decide whether a Connector has earned a fee unless a refund request or dispute is raised.
9A. Super Agents and inspection fees
Becoming a Super Agent. A Connector may apply to become a Super Agent. Super Agents currently register as individual agents (Independent Agents). If you work for a real estate company or agency, contact us and we will add companies to Shelteer in a later phase; your profile shows a company only after we have confirmed your link to it. You must give accurate details about yourself, the schools and areas you cover, the properties you manage and when you do inspections. Shelteer reviews every application and may approve or reject it, with a reason. We may remove Super Agent status if you break these Terms or stop meeting our standards.
Super Agent Listings. A Super Agent Listing has no Connector Fee. It shows the annual rent and every one-off charge a tenant pays when moving in (such as an agent fee, agreement fee or caution deposit), and the total first payment. You confirm these amounts are complete and accurate, and you will not ask a Client for any charge that is not listed. Rent and one-off charges are paid to you or the landlord directly; they never pass through Shelteer and are not protected by Safehold.
Booking and the Inspection Fee.
- Booking is the only way to connect with a Super Agent. To book, the Client chooses the number of inspection days and preferred dates, and secures the Inspection Fee (the fee per day multiplied by the number of days). The money moves from the Client's Wallet into Safehold.
- A booking that is not secured within 30 minutes expires, and nothing is held.
- Only once the Inspection Fee is held is the booking confirmed: the Super Agent is notified, a conversation opens, and the Super Agent's phone number is shown to the Client.
- After the inspection, the Client Releases the Inspection Fee, and it moves to the Super Agent's Wallet. A Release cannot be reversed.
- If the inspection did not happen, the Client may request a refund. Shelteer reviews it in the same way as section 11 (usually about 21 days), and returns the fee to the Client or Releases it to the Super Agent.
A Super Agent who changes their fee does not change fees already secured.
9B. SaleOff
Selling. You may sell items you own and have the right to sell. Your item's photos, description, condition, location and asking price must be accurate. Prohibited, stolen, counterfeit or dangerous items are not allowed. There is no fee to list an item; the 3% Service Fee applies only when you withdraw.
Offers. If an item is negotiable, buyers may make offers and the seller may accept, counter or decline. Once both sides accept a price, that is the price the buyer pays.
Paying through Safehold (recommended). The buyer locks the price in Safehold and the item is reserved for them. The seller hands the item over only once the price is locked. The money reaches the seller only when the buyer confirms they received the item and that it matches the listing. If the deal falls through before hand-over, the seller can release the hold and the buyer is refunded in full. If something is wrong, the buyer can report a problem instead; the money stays in Safehold while Shelteer reviews it (usually about 21 days) and either refunds the buyer or Releases the money to the seller.
Paying the seller directly (not recommended). Once a price is agreed, a buyer may choose to pay the seller directly, in cash or by transfer at the hand-over, instead of using Safehold. That payment never passes through Shelteer, so Shelteer cannot hold, refund or recover it, or help in a dispute about it. The buyer must accept this risk when choosing it, and again when recording the sale. The buyer can switch to Safehold at any time before paying.
Arranging the hand-over. After a price is agreed, the buyer and seller can each choose to share their phone number with the other for that deal, and either can propose a time and place to meet, which the other confirms or changes. Nothing is shared unless you choose to share it. Meet in a public, busy place, check the item before you pay or give your Safe Lock code, and never pay anyone who asks you to move off Shelteer.
9C. Adverts on the Adboard
What the Adboard is. The Adboard shows sponsored posts from businesses and partners. Every advert is labelled "Sponsored". Adverts come from independent advertisers, not from Shelteer, unless they are marked as a Shelteer (house) advert. Shelteer does not endorse or guarantee what an advertiser offers, and any deal you make with an advertiser is between you and them.
Advertising. Any registered user may submit an advert. By submitting one you confirm that it is truthful, that you have the right to use its words and image, and that it follows these rules: no accommodation listings (post those as a Listing so Safehold protects the Connector Fee); no requests to pay outside Shelteer for anything Shelteer handles (Connector Fees, Inspection Fees or SaleOff payments); nothing illegal, unsafe, misleading, adult, gambling or get-rich-quick; and real offers only. Shelteer reviews every advert before it shows and may approve it, change where and when it runs, reject it with a reason, or pause or remove it at any time.
Pricing. Shelteer agrees any price for advertising with you directly before approving your advert. No advertising payment is taken through your Wallet or Safehold.
Results. We show you how many times your advert was viewed and clicked. These are totals only — we do not tell advertisers who saw or clicked their advert.
Partnerships. Anyone may send a partnership request (advertising, bringing a real estate company onto Shelteer, listing student housing, or sponsorship). Sending one does not create an agreement; any partnership is agreed separately in writing.
10. Service Fee and Withdrawals
- You can request a Withdrawal of your available Wallet balance at any time.
- Shelteer charges a Service Fee of 3% on every Withdrawal. This one fee covers all our charges, payment processing costs and applicable taxes. We deduct it from the amount withdrawn and pay the rest into your bank account.
- Example: if you withdraw ₦50,000, the Service Fee is ₦1,500 and ₦48,500 is paid into your bank account.
- We charge no fee to create an account, post a Listing or SaleOff item, apply to become a Super Agent, fund your Wallet, or pay a Connector Fee, Inspection Fee or SaleOff payment into Safehold.
- Withdrawals are paid only into a bank account in your own name. We may ask you to confirm your identity or bank details before paying.
- Most Withdrawals are processed quickly, but bank or payment provider delays can happen. We may also hold a Withdrawal while we investigate suspected fraud, a dispute or a breach of these Terms.
- We may change the Service Fee in future. We will give you notice before any change takes effect, and it will not apply to Withdrawals already requested.
11. Refunds of Connector Fees
Money in Safehold can be returned to a Client only after a review.
- Request. The Client asks for a refund through Shelteer, explaining that the Listings they were connected to did not work out and confirming that they did not secure the accommodation.
- Review. Shelteer contacts the Client, the Connector and, where needed, the landlord or others involved, and may ask for evidence. The review usually takes about 21 days.
- Decision. If we confirm that the Client did not secure the accommodation through the Connector, the Connector Fee is returned to the Client's Wallet. If we find that the Connector did help the Client secure it, the fee is Released to the Connector.
- Withdrawal. A refunded amount in the Client's Wallet can then be withdrawn under section 10, and the 3% Service Fee applies.
During the review, the money stays in Safehold and neither party can withdraw it. Our decision is based on the information available to us and is final for the purposes of Shelteer, but it does not affect any rights you have under the law.
Refunds of rent, caution deposits or any other payment made outside Shelteer are a matter between you and the person you paid.
Inspection Fees and SaleOff payments held in Safehold are refunded through the same kind of review, as described in sections 9A and 9B.
12. Disputes between users
If you have a problem with another user, such as a Listing that was not as described, a Connector who did not show up, or a Client who will not Release a fee that is owed, contact us first at shelteer01@gmail.com or through Shelteer.
We run a dispute resolution process. We will:
- hear from everyone involved;
- review messages, Listing details, payment records and any evidence you provide;
- decide what happens to any money held in Safehold; and
- take action on accounts where needed, such as warnings, removing Listings or suspension.
You agree to cooperate, respond within the timeframes we give, and provide honest information. If a party does not respond, we may decide based on the information we have.
Our dispute process covers money held on Shelteer. We cannot force a landlord or anyone else to return money paid outside Shelteer, but we will cooperate with the authorities where a crime may have been committed.
13. Messages, reviews and your content
- You may post Listings, photos, messages, reviews and other content ("your content"). You keep ownership of it.
- You give Rogg Tech a worldwide, non-exclusive, royalty-free licence to host, display, copy, adapt (for example, resize photos) and share your content to operate and promote Shelteer. This licence ends when you delete the content, except where others have already seen or shared it, or we must keep it for legal reasons or disputes.
- You are responsible for your content, and you confirm you have the right to post it.
- Reviews must be honest and based on your own real experience. Fake reviews, reviews of yourself, and reviews given or demanded in exchange for payment or favours are not allowed.
- We may review messages when investigating a report, dispute or suspected fraud, as explained in our Privacy Policy.
- We may remove any content that breaks these Terms.
14. Prohibited conduct
You must not use Shelteer to:
- post fake, duplicate or misleading Listings, or Listings for properties you have no right to advertise;
- collect money for accommodation that does not exist or is not available;
- ask Clients to pay Connector Fees outside Shelteer to avoid Safehold or our Service Fee;
- impersonate anyone, or create accounts with false details;
- harass, threaten, abuse or discriminate against anyone;
- post content that is illegal, sexually explicit, hateful or violent, or that infringes anyone's rights;
- send spam, or use other users' details for purposes unrelated to accommodation;
- launder money or carry out any unlawful financial activity;
- hack, scrape, overload or interfere with Shelteer, or get around its security; or
- help anyone else do any of these things.
Breaking these rules may lead to removal of content, suspension or closure of your account, holding of funds connected to the breach, and reports to law enforcement.
15. Staying safe
- Always inspect a property in person before paying rent or deposits.
- Keep conversations and Connector Fee payments on Shelteer.
- Pay only into your own Shelteer Deposit Account.
- Never share your password or OTP with anyone.
- Be wary of prices that seem too good to be true, or pressure to pay quickly.
- Report suspicious Listings or users to shelteer01@gmail.com.
16. Intellectual property
Shelteer's name, logo, design, software and content (other than users' content) belong to Rogg Tech or its licensors and are protected by law. You may use Shelteer only for its intended purpose. You must not copy, modify, distribute, sell or reverse-engineer any part of it without our written permission.
17. Suspension and account closure
- By you: you can close your account at any time by contacting us. Before closure, you must withdraw your available Wallet balance, and any Connector Fees in Safehold must be Released or settled through the refund process.
- By us: we may suspend, restrict or close your account, or remove Listings, if you break these Terms, if we suspect fraud or illegal activity, if the law requires it, or to protect other users or Shelteer. Where appropriate, we will tell you why.
- If we close your account, we will pay any Wallet balance lawfully due to you, less the Service Fee, unless the law or an ongoing investigation requires us to hold it.
- Sections that by their nature should continue after closure, such as the Safehold and refund rules, liability, indemnity and governing law, remain in effect.
18. Availability of Shelteer
We work to keep Shelteer running smoothly, but we do not guarantee it will always be available, uninterrupted or error-free. We may carry out maintenance, change or remove features, or suspend the service when needed. We will try to give notice of planned changes that significantly affect you.
19. Disclaimers
Shelteer is provided "as is" and "as available". To the fullest extent the law allows, we make no promises about:
- the accuracy, quality, safety, legality or availability of any Listing or property;
- the conduct, identity or reliability of any Connector, Client, landlord or other person; or
- whether you will find or secure accommodation.
You are responsible for your own decisions, including inspecting properties and checking the terms of any tenancy before you pay.
20. Limitation of liability
To the fullest extent the law allows:
- Rogg Tech is not liable for any loss arising from Listings, properties or tenancy agreements, or from the acts or omissions of users or third parties, including payments made outside Shelteer.
- Rogg Tech is not liable for indirect or consequential losses, such as loss of profit, opportunity or data.
- Rogg Tech's total liability to you for any claim connected with Shelteer is limited to the higher of: (a) the Service Fees you paid us in the 12 months before the claim arose; or (b) the amount of the Shelteer transaction the claim relates to.
Nothing in these Terms limits liability for fraud, for death or personal injury caused by our negligence, or for anything else that cannot be limited under Nigerian law, including your rights under the Federal Competition and Consumer Protection Act 2018.
21. Indemnity
You agree to compensate Rogg Tech, its directors, staff and partners for any claims, losses, costs and expenses (including reasonable legal fees) arising from your breach of these Terms, your Listings or content, your dealings with other users, or your breach of any law or anyone's rights.
22. Third-party services
Shelteer relies on third-party services such as Squad by GTBank (payments), Google (sign-in and analytics) and email and SMS providers. Your use of those services may also be governed by their own terms. We are not responsible for failures caused by third-party services outside our reasonable control.
23. Events beyond our control
We are not responsible for delays or failures caused by events beyond our reasonable control, including bank or payment network failures, power or internet outages, natural disasters, strikes, civil unrest or government action.
24. Changes to these Terms
We may update these Terms from time to time. We will post the new version on Shelteer with a new effective date, and notify you by email, SMS or an in-app notice before significant changes take effect. If you keep using Shelteer after the changes take effect, you accept the updated Terms. If you do not agree, you may close your account.
25. Governing law and disputes with Shelteer
These Terms are governed by the laws of the Federal Republic of Nigeria.
If you have a complaint about Shelteer itself, please contact us first, and we will try to resolve it within 30 days. If we cannot, either party may propose mediation in Enugu State, Nigeria, before going to court. If mediation fails or is not agreed, the courts of Enugu State, Nigeria have jurisdiction. Nothing here stops you from contacting a consumer protection or data protection regulator.
